A contract entered into by a county, including a contract executed by a county officer, must meet the following requirements:

1. (1) The contract must be executed in the name of the county.

2. (2) Any property purchases for public use shall be:

   1. (A) titled to; or

   2. (B) documented as owned by;

      the county.
