1. (a) As used in this chapter, "contract" means a contract for the purchase of:

   1. (1) real property;
   2. (2) tangible or intangible personal property; or
   3. (3) services (as defined in IC 5-22-2-30 ).

2. (b) The term does not include a contract concerning the issuance of:

   1. (1) a bond to finance the construction of a public facility; or
   2. (2) a bond or other type of security for the payment of a lease obligation.
