1. (a) An appeal under section 16 of this chapter shall be docketed among the other causes pending in the circuit court, superior court, or probate court, and shall be tried as an original cause.

2. (b) A court may decide an appeal under section 16 of this chapter by:

   1. (1) affirming the decision of the single county executive; or

   2. (2) remanding the cause to the single county executive with directions as to how to proceed;

      and may require the single county executive to comply with this decision.
