The legislative body of the recipient municipality shall file a certified copy of the plan with each of the following at the same time certifications are made under section 21 of this chapter:

1. (1) The county recorder of each county in which a reorganizing political subdivision is located.
2. (2) The department of local government finance.
3. (3) The clerk of the circuit court.
