If a recipient municipality is named by two (2) or more designated townships in resolutions under section 13 of this chapter, the recipient municipality may:

1. (1) appoint a single joint board under section 15 of this chapter; and

2. (2) prepare and adopt a single plan of reorganization;

   to govern the reorganization of the townships, instead of appointing separate boards and adopting separate plans for each of the townships.
