1. (a) This section applies to an initial election:

   1. (1) of the members of a governing body or officers that are elected by the voters for a reorganized political subdivision that:

      1. (A) is a town; and
      2. (B) has town boundaries that encompass part of another town that was part of the reorganization;
   2. (2) that is conducted before the reorganization takes effect; and
   3. (3) to which IC 3-10-7-1 applies.
2. (b) The members of each precinct board shall be jointly appointed by the town election boards of each of the reorganizing political subdivisions.
