Political subdivisions described in section 1 of this chapter may participate under this chapter in any of the following types of reorganization:

1. (1) Consolidation of the participating political subdivisions into a single new political subdivision.
2. (2) Consolidation of the participating political subdivisions into one (1) of the participating political subdivisions.
