"Public library" means a municipal corporation that:

1. (1) provides library services; and

2. (2) is organized under:

   1. (A) IC 36-12-2 ;
   2. (B) IC 36-12-4 ;
   3. (C) IC 36-12-5 ;
   4. (D) IC 36-12-6 ; or

   5. (E) IC 36-12-7 .
