The general assembly covenants that it will not repeal or amend:

1. (1) IC 6-9-7-6 ;
2. (2) IC 6-9-7-7 ;
3. (3) IC 36-10-3-40 ;
4. (4) IC 36-10-3-41 ;
5. (5) IC 36-10-3-42 ; and

6. (6) IC 36-10-3-43 ;

   in a manner that would adversely affect owners of the bonds as long as the bonds are outstanding.
