Ind. Code § 36-1-9.5-15
"Proposal" defined
As added by P.L.85-1991, SEC.3.
As used in this chapter, "proposal" means an offer of a bidder, on a prescribed form, to perform the work and to furnish the labor and materials at the prices quoted.
