A unit may not adopt or enforce an ordinance or other regulation:

1. (1) that prohibits private digital asset mining in a residence located in an area that is zoned for residential use; or

2. (2) that:

   1. (A) limits the level of noise generated by private digital asset mining in a residence located in an area that is zoned for residential use; and
   2. (B) is not applicable to other residences in an area zoned for residential use.
