- (a) "Responsible bidder or quoter" means one who is capable of performing the contract requirements fully and who has the integrity and reliability that will assure good faith performance.
- (b) "Responsive bidder or quoter" means one who has submitted a bid or quote conforming in all material respects to the specifications.
