This chapter applies to:

1. (1) any controversy existing between two (2) or more parties which might be the subject of a suit at law, except as otherwise provided in section 2 of this chapter; and

2. (2) arbitration under IC 36-4-3-21.1 concerning services provided by a municipal utility to properties located outside the corporate boundaries of the municipality.
