1. (a) This section applies to a class action against the state.
2. (b) This section applies to an action filed after June 30, 2017.
3. (c) Subject to the requirements of this chapter, a court shall not award attorney's fees without conducting a hearing.

4. (d) A hearing to determine the award of attorney's fees under this section may include:

   1. (1) presentation of evidence;
   2. (2) testimony of expert witnesses; and
   3. (3) any other evidence the court requires to make its determination.
