Any person charged with a traffic violation that is within the authority of the violations clerk may mail or deliver:

1. (1) the amount of the judgment (including costs) indicated on the ticket; and

2. (2) a signed:

   1. (A) admission of the violation; or

   2. (B) pleading of nolo contendere, if the action is for a moving traffic violation.
