The chief justice shall consider the following factors as favorable in appointing a member under section 3 of this chapter:

1. (1) Whether the individual is a dean of an Indiana law school.
2. (2) Whether the individual is a director or board member of an Indiana legal services or legal aid program.
3. (3) Whether the individual is a member of the Indiana State Bar Association.
4. (4) Whether the appointment of the individual would result in representation on the board from the first district, second district, and third district of the court of appeals.
5. (5) Whether the individual is a representative of a depository financial institution.

6. (6) Whether the individual is an eligible client.
