This chapter applies only to an individual who:

1. (1) begins service as a judge after August 31, 1985;
2. (2) is serving as a full-time magistrate on July 1, 2010, and makes an election under section 10.5 of this chapter; or

3. (3) begins service as a full-time magistrate after July 1, 2010.
