The appointment described in section 1 of this chapter shall be recorded in the order book of the circuit court, and the record authorizes the clerk to certify that the judge is the:

1. (1) appointed;
2. (2) qualified; and

3. (3) acting;

   judge of the city or municipal court for which the judge was appointed.
