The administration of every property is governed by bylaws. A true copy of the bylaws shall be annexed to and made a part of the declaration. A modification of or amendment to the bylaws is valid only if:

1. (1) the modification or amendment is set forth in an amendment to the declaration; and

2. (2) the amendment is recorded.
