The records of the juvenile court are available without a court order to:

1. (1) the attorney for the department of child services;

2. (2) any authorized staff member of:

   1. (A) the local office;
   2. (B) the department of child services;
   3. (C) the department of correction; or
   4. (D) the department of child services ombudsman established by IC 4-13-19-3 ; or

3. (3) a state legislator (as defined in IC 31-33-18-1.6 ) as provided in IC 31-33-18-1.6 .
