A marriage solemnized under the legal authority of a license that:

1. (1) was issued under the authority of a circuit, superior, or juvenile court after August 31, 1984, and before April 16, 1985; and

2. (2) would have been validly issued under IC 31-1-1-1 if that statute had been in effect;

   is legalized if performed in conformity with all other statutes in effect at the time of the marriage.
