"State"

As used in this chapter, "state" means:
- (1) a state of the United States;
- (2) the District of Columbia;
- (3) Puerto Rico;
- (4) the United States Virgin Islands; or
- (5) a territory or insular possession subject to the jurisdiction of the United States.
