A treasurer of a committee:

1. (1) must be a United States citizen;
2. (2) may not be the chairman of a committee except in the case of a candidate under section 7 of this chapter;
3. (3) must be appointed treasurer in writing as required by section 14 of this chapter; and

4. (4) must file the written instrument of appointment as required by section 15 of this chapter.
