1. (a) This chapter applies to a candidate for nomination to an elected office who:

   1. (1) is an independent candidate; or
   2. (2) represents a political party not qualified to nominate candidates in a primary or by convention.

2. (b) This chapter does not apply to a candidate for a school board office.
