A circuit court clerk or board of registration shall accept a registration by mail form for processing under this article whenever the form is presented by any of the following:

1. (1) The United States Postal Service.
2. (2) The individual registering by mail.
3. (3) A person presenting the form on behalf of the individual who is registering.
