In a case where:

1. (1) the county voter registration office is uncertain whether a signature has been affixed by a registered voter; and

2. (2) this chapter does not establish a standard to be applied in that case;

   a reasonable doubt must be resolved in favor of the registered voter, and the signature must be certified as valid.
