"Auxiliary party organization" means an organization located within or outside Indiana that:

1. (1) is affiliated with a political party;
2. (2) proposes to influence the election of a candidate for state, legislative, local, or school board office, or the outcome of a public question; and

3. (3) has not:

   1. (A) had an annual expenditure of ten thousand dollars ($10,000) or more in at least one (1) of the last two (2) years; or
   2. (B) made a contribution of more than one thousand dollars ($1,000) to another committee or to a candidate.
