"Inhabitant", for purposes of:

1. (1) Article 4, Section 7 of the Constitution of the State of Indiana; and

2. (2) Article 6, Section 4 of the Constitution of the State of Indiana;

   means a person who resides at a location, as determined under IC 3-5-5 .
