Beginning November 6, 2012, the 2001 Congressional District Plan:

1. (1) adopted by the redistricting commission under IC 3-3-2 ; and

2. (2) published in the governor's executive order 01-11 in the Indiana Register at 24 IR 3293-3298;

   is void.
