Sections 12 through 20 of this chapter apply to a vacancy in an office to be filled under:

1. (1) this chapter; or
2. (2) IC 3-13-6 , IC 3-13-7 , IC 3-13-8 , IC 3-13-9 , or IC 3-13-10 .
