A ballot card voting system must be:

1. (1) suitably designed for the purpose used;
2. (2) of durable construction;
3. (3) safe, efficient, and accurate in the conduct of elections and counting of ballots; and

4. (4) in compliance with the standards for systems that are purchased after the effective date of the standards established under this chapter and IC 3-11-15 .
