If a petition is filed under section 38 of this chapter, the county election board shall confirm that the votes cast in an election:

1. (1) for each candidate and each public question; and

2. (2) on a ballot card voting system in a precinct specified under section 38 of this chapter;

   were correctly counted by the system.
