As used in this chapter, "virtual currency kiosk" means an electronic terminal through which the operator of the electronic terminal is able to conduct or facilitate a virtual currency transaction on behalf of a third party, including by:

1. (1) connecting to a separate virtual currency exchange that performs the transaction; or
2. (2) drawing on virtual currency in the possession of the operator.
