Subject to the limitations of this chapter, a foreign bank holding company is entitled to acquire one (1) or more:

1. (1) Indiana banks;
2. (2) Indiana bank holding companies; or

3. (3) foreign bank holding companies that have acquired one (1) or more Indiana banks;

   after approval by the department.
