Upon the request of a covered individual who is notified under section 15(d) of this chapter that the independent review organization has made a determination, the independent review organization shall provide to the covered individual all information reasonably necessary to enable the covered individual to understand the:

1. (1) effect of the determination on the covered individual; and
2. (2) manner in which the insurer may be expected to respond to the determination.
