A certified navigator who is unable to comply with the certification renewal procedures under this chapter due to military service or another extenuating circumstance may request from the commissioner:

1. (1) a temporary waiver of:

   1. (A) the renewal procedure; or
   2. (B) an examination requirement; or
2. (2) a waiver of a penalty or sanction that might otherwise be imposed for failure to comply with the renewal procedures.
