If the department has cause to believe that grounds for the suspension or revocation of a registration under this article exist, the department shall:

1. (1) notify the discount medical card program organization in writing specifically stating the grounds for suspension or revocation; and
2. (2) pursue a hearing under IC 4-21.5 .
