At a hearing held under this chapter:

1. (1) any interested person may appear;

2. (2) any interested person may:

   1. (A) file a written statement; or
   2. (B) make an oral presentation; and
3. (3) at the discretion of the commissioner or the commissioner's appointee, testimony may be taken under oath or by affirmation.
