1. (a) As used in this chapter, "limited health services" refers to:

   1. (1) dental care services;
   2. (2) vision care services;
   3. (3) mental health services;
   4. (4) substance abuse services;
   5. (5) pharmaceutical services;
   6. (6) podiatric care services; and
   7. (7) other services that the commissioner determines to be limited health services.
2. (b) The term does not include hospital or emergency services, except as those services are provided incident to a limited health service.
