A public adjuster shall not:

1. (1) file an insurance claim with:

   1. (A) an insurer; or

   2. (B) an agent, employee, or representative of an insurer;

      on behalf of an insured person;

2. (2) act in any manner in relation to claims for personal injury or automobile liability;
3. (3) bind the insured in the settlement of claims; or

4. (4) perform:

   1. (A) the role of a roofing contractor;
   2. (B) the role of an appraiser; or

   3. (C) any other role;

      with respect to the subject of a claim at the same time that the public adjuster is providing advice or assistance to an insured in the adjustment of the claim.
