1. (a) Except as otherwise provided in subsection (b), this chapter applies to electronic records and electronic signatures that relate to a transaction.

2. (b) This chapter does not apply to transactions subject to the following laws:

   1. (1) A law governing the creation and execution of wills, codicils, or testamentary trusts.
   2. (2) IC 26-1 other than IC 26-1-1-107 , IC 26-1-1-206 , IC 26-1-2 , and IC 26-1-2.1 .
   3. (3) Laws specifically excluded by a governmental agency under sections 201 and 202 of this chapter.
3. (c) This chapter applies to an electronic record or electronic signature otherwise excluded from the application of this chapter under subsection (b) when used for transactions subject to a law other than those specified in subsection (b).
4. (d) A transaction subject to this chapter is also subject to other applicable substantive law.
