Before promulgation and adoption of a final rule by the commission, and at least sixty (60) days before the meeting at which the rule will be considered and voted on is held, the commission shall file a notice of proposed rulemaking:

1. (1) on the Internet web site of the commission; and
2. (2) on the Internet web site of each licensing board or in the publication in which each state would otherwise publish proposed administrative rules.
