The board may issue a certificate of registration to a landscape architect licensed, certified, or registered in another state if the applicant:

1. (1) is an individual who is at least eighteen (18) years of age;
2. (2) pays the fee established by the board; and

3. (3) submits evidence satisfactory to the board that:

   1. (A) the out-of-state applicant meets the requirements in section 3 of this chapter or its equivalent, as determined by the board;

   2. (B) the applicant does not have a conviction for:

      1. (i) an act that would constitute a ground for disciplinary action under IC 25-1-11 ; or
      2. (ii) a felony that has a direct bearing on the applicant's ability to practice competently; and

   3. (C) the applicant has met the same or equivalent examination requirements in effect in Indiana at the time the applicant was registered in the other jurisdiction.
