This article does not apply to the manufacture, distribution, storage, transportation, sale, or use of a veterinary drug, including antibiotics and immunization products, if federal or state law does not restrict the drug to:

1. (1) use by; or

2. (2) use on the order of;

   a licensed veterinarian.
