1. (a) The board shall determine the qualifications of applicants for registration.

2. (b) The board shall:

   1. (1) require an applicant for registration to submit evidence of the applicant's qualifications; and
   2. (2) judge an applicant on evidence of the applicant's professional competency and integrity under rules adopted by the board.
