The board may issue a limited license to an applicant who pays a fee established by the board and who presents satisfactory evidence to the board that the applicant:

1. (1) except for the requirements under IC 25-29-3-1 (3) and IC 25-29-3-1 (4), meets the requirements under IC 25-29-3-1 ;
2. (2) meets the requirements established by the board; and
3. (3) is enrolled in a graduate training program in an institution that is approved by the board.
