As used in this chapter, "dispense" means to deliver a legend drug to an ultimate user by or pursuant to a lawful order of an optometrist. The term includes the:

1. (1) prescribing;
2. (2) administering;
3. (3) packaging;
4. (4) labeling; or

5. (5) compounding;

   necessary to prepare the drug for delivery.
