This chapter does not apply to the following:

1. (1) A dental hygienist who has held an initial license for less than two (2) years.
2. (2) A graduate student or a person in a resident program offered by an approved organization listed under section 2(15) of this chapter.
3. (3) A person who is determined by the board as being unable to practice dental hygiene due to a disability.
