The board may adopt rules under IC 4-22-2 to establish requirements for the management and disposition of health records (as defined in IC 16-18-2-168 ) on the discontinuation of practice by:

1. (1) sale;
2. (2) transfer;
3. (3) closure;
4. (4) disciplinary action;
5. (5) retirement; or

6. (6) death;

   of the practitioner.
