The centralization of staff, functions, and services contemplated by this chapter shall be done in such a way as to enhance the licensing agency's ability to:

1. (1) make maximum use of data processing as a means of more efficient operation;
2. (2) provide more services and carry out functions of superior quality; and

3. (3) ultimately and significantly reduce the number of staff needed to provide these services and carry out these functions.
